I really don't have too much to say on this one. For one, I'm not really surprised. There are people dumb enough to do this all over America. Secondly, there are almost an infinite amount of ideas to dress up as for Halloween, and THIS is what you land on. It's not just one person either. A group of people thought, "hey you know what sounds fun? Let's put blackface on and dress up as criminals."
